The Emergency Operations Center is conceived as a highly resilient civic facility capable of supporting continuous operations during hurricanes, emergencies, and other critical events. Its primary enclosure is constructed of tilt-up concrete panels, providing a durable and efficient structural system while contributing to the building’s protective performance. The exterior envelope is designed to withstand significant wind forces and ballistic impacts, resulting in an architecture defined by solidity, simplicity, and permanence. Rather than allowing these demanding technical requirements to produce an overtly fortified appearance, the design uses proportion, texture, landscape, and carefully controlled openings to create a composed institutional character.
The building’s entrances become the primary moments where security and human experience are deliberately reconciled. Protective screen walls establish layered thresholds while supporting climbing vegetation that softens the concrete architecture and provides additional privacy. Pergolas extend outward from the building to create shade, depth, and a more welcoming pedestrian scale, while landscaped areas frame circulation and help integrate the facility into its broader site. Together, these elements transform necessary security measures into architectural features, creating an Emergency Operations Center that communicates strength and preparedness without sacrificing environmental quality, dignity, or visual appeal.
